Conditional image map bug?

I have one topic with two images each with its own unique image map. Each image is tagged for one conditions (product 1 or product 2). One of the maps has a link to a topic not included with both topics. However, when I build the targets, the link to the subject is recognized even though its image is excluded. TOC but there is a link. In .chm files, you can see this in the Temporary output folder. For now, I've taken the image maps out. I had no need to include them in the topic.



I think this is a bug but I wanted to give it a public airing first. Has anyone else seen this?
